Pipeline execution as another user via branch deletion

Incorrect authorization in affected GitLab CE/EE releases allows remote authenticated users to run pipelines as another user. During merge-request source-branch deletion, RefreshService refreshes pipelines for related merge requests that the deleting user cannot close, attributing the resulting jobs to a spoofed imported owner. Exploitation requires direct transfer, a crafted imported merge request, a runner, and a branch-deletion race; successful jobs inherit the victim's CI permissions and can expose private project data or alter deployments.
