Arbitrary file inclusion via redirect-status environment collision

Access bypass in PHP CGI 8.1 before 8.1.30, 8.2 before 8.2.24, and 8.3 before 8.3.12 allows remote attackers to include arbitrary files. The CGI SAPI accepts a request-controlled Redirect-Status header as HTTP_REDIRECT_STATUS, so the cgi.force_redirect check mistakes a direct request for a web-server redirect. Exploitation requires a CGI deployment with cgi.force_redirect enabled and a configuration that maps SCRIPT_FILENAME to an exposed file; the bounded impact is unauthorized disclosure of included file contents.
