Unauthenticated code execution via Best Fit argument injection

OS command injection in PHP CGI 8.1.0 through 8.1.29, 8.2.0 through 8.2.23, and 8.3.0 through 8.3.11 allows remote attackers to execute code. On affected OEM ACPs, Windows Best Fit conversion turns crafted query-string bytes into quotation marks, which are stripped before php-cgi.exe parses the resulting option. The unauthenticated path requires PHP-CGI behind a web server and a registry-only OEM ACP setting; successful requests disclose script source or run supplied PHP code.
