Submitted data exclusion via boundary prefix parsing

Improper multipart parsing in PHP allows remote authenticated users to exclude submitted data from application input via crafted HTTP POSTs. In main/rfc1867.c, php_ap_memstr treats a long boundary prefix at the end of its 5 KiB read buffer as a complete match, so multipart_buffer_read stops before the remaining field content. Affected releases are PHP 8.1.0 through 8.1.29, 8.2.0 through 8.2.23, and 8.3.0 through 8.3.11; exploitation requires control of the boundary and crafted content placed alongside legitimate form data.
