Authenticated overlay-configuration lockout via CGI race

Race condition in managedoverlayimages.cgi in Axis AXIS OS 9.80 through 12.0 allows remote authenticated users to block overlay configuration. Concurrent requests to the VAPIX endpoint leave the overlay-configuration page inaccessible, but Axis has withheld the underlying state transition and validation failure. An operator- or administrator-privileged service account is required, and the documented consequence is limited to loss of access to that page.
