Account squatting via arbitrary provider identity linking

Improper input validation in affected GitLab CE/EE releases allows remote authenticated users to squat on accounts through identity linking. The IdentitiesController accepts an arbitrary unclaimed extern_uid and binds it to a provider identity without proving control of that identity. JWT authentication must be configured, and exposure is limited to 16.9.7 through 17.1.6, 17.2 through 17.2.4, and 17.3 through 17.3.1; a victim who later uses the claimed identity enters an attacker-controlled account that remains accessible to the attacker.
