Service interruption via oversized gRPC messages

Denial of service in Eclipse Vert.x 4.3.0 through 4.5.9 allows remote attackers to consume memory via oversized gRPC messages. The gRPC message decoder accepts the HTTP/2 transport's 2^32-byte default limit instead of enforcing a smaller application limit. No authentication or user interaction is required; a reachable affected gRPC client or server can exhaust memory and interrupt service.
