Policy bypass via included template variable precedence

Improper policy enforcement in GitLab EE 17.2 through 17.2.4 and 17.3 through 17.3.1 allows remote authenticated users to override CI/CD variables. The pipeline configuration merger processes included templates along an alternate precedence path, leaving project or group settings ahead of policy-defined variables. Exploitation requires an account allowed to set CI/CD variables where a pipeline execution policy includes a template, and it can suppress enforced jobs such as SAST analyzers.
