Arbitrary workflow commits via nested-tag PAT scoping

Improper privilege management in GitHub Enterprise Server allows remote authenticated users to commit arbitrary workflows through nested tags. Nested-tag processing accepts an improperly scoped personal access token for a workflow commit that its granted scope should reject. A highly privileged token is required; successful exploitation persists attacker-selected workflow definitions in the repository.
