Server hang via pathological Cargo.toml parsing

Denial of service in GitLab CE/EE 12.6 through 17.4.4, 17.5 through 17.5.2, and 17.6.0 allows remote authenticated users to hang the server. CargoTomlLinker passes repository file contents to TomlRB.parse, where pathological invalid TOML causes excessive parsing time and consumes a worker CPU core. An account able to push the file and open its blob view can repeat requests across tabs, consuming additional cores until the backend becomes unresponsive.
