Improper access control in the Payment Handler of Insurance Management System 1.0 allows remote authenticated users to alter payment records. editPayment.php accepts an attacker-controlled recipt_no value when selecting a payment for editing but does not enforce record-level authorization. A valid low-privilege session is required; exploitation affects payment-record integrity and availability without reported data disclosure.
