Host crash via unbounded Raft join challenges

Denial of service in HashiCorp Vault and Vault Enterprise allows remote attackers to crash hosts via Raft cluster join requests. The bootstrap challenge handler performs a cryptographic operation for every request and retains pending peer challenges in an unbounded map, so unique server IDs exhaust memory. Exposure requires Integrated Storage and network access to the Raft join API; exhaustion can crash both the Vault process and its host.
