Incorrect authorization in Grafana 8.5.0 through 11.2.0 allows remote authenticated users to write alert rules through the ruler API. The /api/ruler/{DatasourceUID}/api/v1/rules/{Namespace} endpoint checks permission to write external alert instances instead of permission to write alert rules. The user must already hold the high-privilege external alert-instance write permission; successful requests can alter alerting behavior.
