Tracking server hang via missing request timeouts

Denial of service in Aim 3.23.0 allows remote attackers to hang the tracking server through external-resource requests. The _run_read_instructions method and similar client paths issue synchronous requests to external resources without finite timeouts. Unauthenticated network access is enough to hold the server waiting indefinitely, preventing it from responding to other requests.
