Session compromise via unsanitized tooltip HTML

Stored XSS in Open WebUI 0.3.8 and earlier allows remote authenticated users to execute script in another user's browser via tooltips. The tooltip HTML construction function inserts attacker-controlled content into browser-rendered markup without neutralizing executable script. Exploitation requires an authenticated attacker and a victim to view the crafted tooltip; script runs with victim privileges and can read or delete chats or grant admin rights when the victim is an administrator.
