Process crash via unchecked directory-open failure

NULL pointer dereference in libpcap 1.9.x and 1.10.0 through 1.10.4 allows local users to crash a calling process via a file path. pcap_findalldevs_ex passes the NULL result from opendir to readdir when its supplied path cannot be opened as a directory. Reachability requires high-privileged local access and a build with remote packet capture support enabled, which is disabled by default.
