Stored XSS in Michal Augustyniak Misiek Paypal 1.1.20090324 and earlier allows remote attackers to execute script via CSRF. The update_settings action accepts paypal_settings[default_business] without a CSRF token, sanitization, or output escaping. A logged-in administrator must open attacker-controlled HTML, which overwrites the PayPal business setting and stores script for later execution.
