Unauthenticated service interruption via recursive ImportFiles requests

Denial of service in H2O.ai H2O-3 3.46.1 allows remote attackers to exhaust the server request queue through the ImportFiles API. The /3/ImportFiles endpoint accepts a path value that can reference the endpoint itself and recursively issues requests until the queue fills. No authentication or user interaction is required, and a reachable server stops handling legitimate requests while the queue remains exhausted.
