IPsec peer blocking via TCP descriptor exhaustion

Resource exhaustion in Phoenix Contact mGuard firmware before 8.9.3 or 10.4.1 allows remote attackers to block valid IPsec VPN peers. The pathfinder TCP encapsulation service accepts many simultaneous TCP connections without limiting the open file descriptors they consume. No authentication is required, but the attacker must reach the service's listen port; the resulting denial of service is limited to valid IPsec VPN peers.
