Subscriber-level settings access via missing capability check

Improper authorization in Zephyr Project Manager 3.3.101 and earlier allows remote authenticated users to gain full access to plugin settings. The update_user_access() AJAX handler enables a requested user's settings access without verifying that the caller has the required WordPress capability. Subscriber-level access is sufficient, exposing project configuration and data available through the plugin's settings interface.
