Charm tool access via predictable context identifiers

Predictable credentials in affected Canonical Juju releases allow local users to access charm hook tools through an abstract socket. ContextFactory seeds Go's noncryptographic PRNG with the startup time and embeds its Int63 output in JUJU_CONTEXT_ID without socket rate limiting. An unprivileged user in the same network namespace can guess the identifier during a running hook, invoke charm tools, and read secrets or act with the charm's authority.
