Cross-site response tampering via unchecked StreamFilter creation

Improper access control in StreamFilter creation in Mozilla Firefox, Firefox ESR, and Thunderbird allows attackers to read and modify any site's responses. The webRequest.filterResponseData API accepted a predictable requestId without verifying that the extension held origin permission for the destination request. The gate is a locally installed extension with minimal webRequest permissions; affected releases precede Firefox 129, Firefox ESR 115.14 or 128.1, and Thunderbird 115.14 or 128.1 on their respective branches.
