Unauthorized account creation via SOAP signup bypass

Incorrect authorization in affected WSO2 products allows attackers to create low-privileged accounts through the SOAP admin service. The service processes signup requests and creates users without enforcing the configured self-registration setting. Access requires adjacent-network reachability; repeated account creation can exhaust system resources.
