Authenticated file disclosure and deletion via unchecked IDs

Missing authorization in Open WebUI 0.3.8 allows remote authenticated users to read or delete files uploaded by other users. The files router's list, metadata, content, and delete handlers accept any verified user, fetch records by attacker-supplied file IDs, and omit ownership or administrator checks. Any ordinary account can enumerate file IDs, retrieve another user's uploaded content, and permanently remove those files without that user's involvement.
