Local secret disclosure via context ID error

Information disclosure in Canonical Juju allows local users on a charm node to read secrets and relation data accessible to that charm. The jujuc server's context-ID mismatch path returns the expected live hook context identifier in its error message instead of reporting only the supplied value. Access to a node running a charm as an unprivileged local account is sufficient to reuse the leaked identifier with locally available hook tools and read credentials, private keys, or relation data exposed to that charm.
