Authentication bypass via unconditional client-certificate signing

Authentication bypass in Zowe API Mediation Layer before 2.14.0 allows remote attackers to access certificate-protected endpoints. The Spring Cloud Gateway signs proxied requests with Zowe's client certificate even when the incoming request has no credentials, causing downstream services to treat untrusted traffic as internal. Network access to the gateway is sufficient to manage protected components and intercept communications, including user credentials.
