Access control in Electronic Official Document Management System before 5.0.77 allows remote authenticated users to create administrator accounts. The account-settings functionality fails to enforce its administrator-only authorization boundary when a regular user's request creates an account. A regular account and network access to the application are required, after which the new administrator account gains privileged management access.
