Authenticated PHP upload via weak file-type filtering

Unrestricted file upload in Croogo CMS 4.0.0 through 4.0.7 allows remote authenticated users to place PHP files on the web server. The SettingsController upload filter trusts the supplied file type, so a modified Content-Type value bypasses its check and stores a PHP file under the web-accessible uploads directory. Administrative access is required; a successful upload plants server-side code where the web server can process it.
