Privilege escalation via disabled self-approval enforcement

Incorrect authorization in Devolutions Server 2024.2.10 and earlier allows remote authenticated users to approve their own PAM access requests. The PAM approval mechanism accepts a request owner's approval even when self-approval is disabled, overriding the configured separation of requester and approver duties. The user must already hold request-approval permission; successful abuse grants unauthorized approval of that user's own privileged-access request.
