Stored XSS via unsanitized target setting

Stored XSS in Inline Related Posts before 3.8.0 allows remote authenticated users to execute JavaScript in another user's browser. The plugin stores the target setting without safely neutralizing attribute-breaking input, so an injected onmouseover handler runs when a related-post link is hovered. Administrator-level settings access is required, unfiltered_html must be disabled, and a visitor must hover over the crafted link.
