API service shutdown via unhandled proxy error

Denial of service in HashiCorp Vault and Vault Enterprise 1.10.0 through 1.15.11 allows remote attackers to stop the API service. An unauthorized PROXY-protocol source makes the deny_unauthorized request path return an unhandled error instead of dropping the request, which quits the API service. The nondefault listener setting must be enabled, and one denied request stops all HTTP API responses until the service is restarted.
