Authenticated pipeline execution through merge-request retargeting

Improper access control in affected GitLab CE/EE releases allows remote authenticated users to run CI/CD pipelines as another user. During source-branch deletion, RetargetChainService processes imported merge requests under the author's identity and honors a /rebase quick action, starting an attacker-controlled pipeline with that user's permissions. Exploitation requires a Self-Managed instance with direct transfer, an imported merge-request chain, an accessible public project, and a runner; abusing a security-policy bot exposes private code and CI/CD variables and permits changes to deployments, environments, or packages.
