Incorrect authorization in GitHub Enterprise Server allows remote authenticated users to read issue content from private repositories. The GitHub App authorization path accepts a user access token and grants issue reads when the app has only Contents read and Pull requests write permissions. A user access token and an installed app with that permission combination are required; installation access tokens are not affected.
