Stored XSS via unsanitized HTML API URLs

Stored XSS in WordPress 5.9 through 6.5.4 allows remote authenticated users to inject scripts through crafted URL attributes. WP_HTML_Tag_Processor::set_attribute escaped URI-bearing attributes as ordinary attribute text instead of applying URL protocol sanitization. Contributor-level access is sufficient to save the payload, which executes when a visitor opens the affected page.
