Short-term Target VM service interruption

Improper access control in Citrix Provisioning allows local users to cause short-term Target VM service interruption. Citrix has not disclosed how access to PVSboot.ini bypasses authorization or triggers the disruption. A non-administrator must have local access to that file; the documented effect is temporary target-VM unavailability.
