Server crash via reflected System.exit invocation

Denial of service in H2O.ai H2O-3 before 3.46.0.6 allows remote attackers to crash the server through the Rapids run_tool command. AstRunTool reflectively invokes tool main methods, and MojoConvertTool calls System.exit when supplied invalid arguments. The default open REST setup requires no authentication, and a crafted request terminates the H2O server process.
