Unauthenticated account creation via ignored authentication configuration

Improper validation in Revolt Platforms Ltd Stoat Backend before 0.7.8 allows remote attackers to create unrestricted accounts. Delta initializes Authifier with default settings instead of the server's authifier_config(), bypassing invite-only mode, email verification, captcha, and shield verification. No authentication or user interaction is required, and unlimited unverified accounts increase service-integrity and denial-of-service risk.
