Permission bypass via relation table overwrite failure

Authorization bypass in SurrealDB before 2.1.4 allows remote authenticated users to retain unintended access to table data. DEFINE TABLE OVERWRITE leaves an existing TYPE RELATION definition unchanged, so its PERMISSIONS clause retains the earlier access rules. Exploitation requires an administrator to attempt a permission change through that clause and a client already authorized to run queries; the client can then read data the intended rules would deny.
