Service interruption via zero active-links write

Improper input validation in Linux mac80211 allows local users to interrupt service by writing zero to the active_links debugfs file. The ieee80211_if_parse_active_links parser accepted zero and passed an empty link bitmap to ieee80211_set_active_links, triggering its internal warning path. Local access to the debugfs entry is required, and the warning can panic the kernel when warning-triggered panic behavior is enabled.
