Kernel memory corruption via incorrect struct_ops refcounting

Use-after-free in Linux kernel 6.9 through 6.13.1 allows local users to corrupt kernel memory through BPF struct_ops registration. When CONFIG_MODULES=n omits the struct module BTF ID, bpf_try_module_get applies incorrect owner-pointer refcounting to struct_ops such as tcp_congestion_ops. The configuration and a struct_ops type containing struct module *owner are required; successful exploitation can compromise kernel integrity or crash the host.
