System crash via CPU-bound IDPF workqueues

Resource starvation in the IDPF driver in Linux 6.7 allows local users to cause an eventual system crash through CPU contention. The driver creates its workqueues without WQ_UNBOUND, leaving delayed work tied to a worker on the enqueueing CPU instead of allowing migration to an idle CPU in the same NUMA node. Exploitation requires local low-privilege execution capable of monopolizing the selected CPU; delayed IDPF completions then cause timeouts, degraded networking, and a host crash.
