Local system hang via rhashtable lock deadlock

Improper locking in Linux kernel 6.12 through 6.12.12 and 6.13 through 6.13.1 allows local users to hang the system. While holding an rhashtable bucket lock, insertion performs the growth check, increments the element count, and schedules work, creating a circular dependency with run-queue and dispatch-queue locks. A low-privileged local user must reach a scheduler or workqueue path that exercises the conflicting lock order; the documented consequence is availability loss only.
