Kernel panic via unregistered wiphy cleanup

Denial of service in Linux 6.13 through 6.13.1 allows local users to crash the kernel during a failed WILC1000 driver probe. The wilc_netdev_cleanup function calls wiphy_unregister on a wiphy object that was allocated but never registered after an early SDIO or SPI probe error. Reachability requires local low-privileged access and WILC1000 hardware that fails early probe commands; triggering the path panics the host kernel.
