Local service interruption via incomplete loop exit

Denial of service in the Linux kernel rtw89 driver 6.13 through 6.13.1 allows local users to cause a CPU soft lockup. In rtw89_entity_recalc_mgnt_roles(), a break exits only an inner loop after list reordering, so the outer list traversal continues in a special matching state. Triggering requires local low-privileged access and a system using the rtw89 Wi-Fi driver; the resulting CPU stall can interrupt service.
