Service hang via unbroken OOM task traversal

Denial of service in the Linux kernel memcg OOM path allows local users to cause a soft lockup by filling an OOM cgroup with tasks. The mem_cgroup_scan_tasks function traverses every task without yielding, so a cgroup containing tens of thousands of tasks monopolizes CPU time during OOM handling. Local access and a heavily populated OOM cgroup are required; the bounded consequence is a kernel soft lockup and service hang.
