Device unusability via unthrottled pairing requests

Resource exhaustion in affected Microsoft HoloLens 1 and 2 builds allows remote attackers to interrupt device use through pairing requests. The Device Portal pairing handler in Windows Holographic 10 builds through 10.0.17763.3046 on HoloLens 1 and 10.0.22621.1244 on HoloLens 2 accepts consecutive requests without throttling, repeatedly overlays pairing PINs, and overloads the CPU. The attacker must share the target's network, and Device Portal must be enabled; the headset remains unusable until the request stream stops.
