Kernel compromise via stale hrtimer hotplug state

Use-after-free in Linux kernel hrtimers allows local users to compromise kernel data or crash the system through CPU hotplug. A reversed partial CPU-offline transition leaves cpu_base.hres_active and cpu_base.online stale because no startup callback reinitializes per-CPU hrtimer state, leaving dangling pointers when the CPU returns online. Reaching the flaw requires local access and reversal after CPUHP_HRTIMERS_PREPARE; consequences include incorrect timer scheduling, dangling-pointer access, and system interruption.
