Service interruption via premature interrupt re-enablement

Improper locking in affected Linux kernel releases allows local users to interrupt service through GICv3 ITS vCPU-affinity changes. The its_irq_set_vcpu_affinity() path uses an interrupt-disabling spinlock guard inside a section where irq_get_desc_lock() already disabled interrupts, then restores the wrong state by enabling interrupts before irq_put_desc_unlock(). Systems must exercise the GICv3 ITS vCPU-affinity path; the resulting inconsistent interrupt state emits a kernel warning and can disrupt availability.
