System crash via MSG_PEEK shared-buffer mutation

Improper shared-buffer handling in affected Linux kernel releases allows local users to crash the system through packet-socket MSG_PEEK reads. The af_packet vlan_get_tci function mutates an skb while extracting a VLAN tag even though MSG_PEEK can expose that shared buffer to concurrent readers, leading skb_push to detect an underflow and panic. Reachability requires local low-privileged access to the packet-socket path, and successful triggering interrupts the entire operating system.
