System hang via mutex locking under spinlock

Denial of service in the Linux kernel before 6.13 allows local users to hang the system through MCP23xxx interrupt setup. In mcp23s08_irq_set_type(), regmap_update_bits_base() takes a mutex while __setup_irq() already holds desc->lock as a spinlock. The path requires local low-privileged access and a system using an MCP23xxx I/O expander for interrupts; reaching it can hang the host without exposing or modifying data.
